MEMORANDUM FOR ALL AFJROTC UNIT GA-20052 CADETS AND PARENTS

FROM: Senior Aerospace Science Instructor (SASI)

SUBJECT: Enrollment and Disenrollment Policy Letter for Mundy’s Mill High School AFJROTC IAW AFJROTCI 36-2010

1. THE MISSION OF THE AIR FORCE JROTC PROGRAM:

                                     “Develop citizens of Character”

Accomplishment - Citizenship - Good Character - Integrity - Respectful – Responsibility - Self-Disciplined - Service - Successful

2. COURSE “GOALS” OF THE AFJROTC PROGRAM ARE TO INSTILL:

• The values of citizenship

• Service to the United States

• Personal responsibility

• A sense of accomplishment.

3. COURSE CHARACTER “OBJECTIVES” OF AFJROTC ARE TO:

Educate and train students in citizenship and life skills; promote community service; instill a sense of responsibility; and develop character and self- discipline through education and instruction in air and space fundamentals and the air force's core values:

• Integrity First

• Service Before Self

• Excellence In All We Do

4. COURSE ACADEMIC OBJECTIVES FOR CADET DEVELOPMENT:

a) Develop a high degree of strong morals, self-esteem, self- reliance, personal appearance, and leadership.

b) Adhere to the values of integrity, service, and excellence.

c) Increase their understanding of patriotism and responsibilities as US citizens.

d) Participate in community service activities.

e) Expand their skills of critical thinking and problem solving, communication and collaboration, and creativity and innovation.

f) Demonstrate military customs, courtesies, and traditions and develop habits of order, discipline, and social skills.

g) Acquire a broad-based knowledge of aerospace studies and leadership education.

h) Strive to graduate from high school and prepare for college and careers in the 21st century.

i) Cultivate a commitment to physical fitness and a healthy lifestyle.

j) An appreciation of the basic elements and requirements for national security.

k) Respect for and an understanding of the need for constituted authority in a democratic society.

l) Patriotism and an understanding of their personal obligation to contribute toward our nation and community.

m) An understanding about people and environments and the links between people and places.

n) An interest in completing high school and pursuing higher educational goals or skills.

o) An understanding of the Air Force and military as a possible career path.

q) Know the AFJROTC mission and organization, customs and courtesies, and the meaning and purpose of standards, discipline, and conduct.

r) Comprehend why the elements of effective communication skills are important to the dynamics of individual and group behavior, and a key to effective leadership.

s) Comprehend why obtaining a degree or skill after high school is important to having a civilian or military career.

t) Know the historical roots of management, the importance of managers and management, and the characteristics of a good leader.

5. VOLUNTARY ENROLLMENT OF CADETS.

All AFJROTC students must be enrolled voluntarily and participate in the full program to include taking AFJROTC academic courses, participating in the cadet corps, and wearing the prescribed uniform. As the on-site Air Force representative, the SASI must approve all enrollment and disenrollment initiatives and will ensure all students adhere to the minimum acceptable standards of conduct and personal appearance as required by the Air Force. While AFJROTC instills self-discipline, it is not to be used as a remedy for chronic student disciplinary problems.

The SASI will ensure an inclusive program and will not set unreasonable enrollment criteria. All enrollment and disenrollment decisions will be free from any discrimination regarding race, religion, color, ethnicity, gender, sexual orientation, or national origin. Additionally, the principal and the SASI will ensure appropriate fitness of cadets to successfully participate in the AFJROTC Curriculum.

The Memorandum of Agreement clearly states that all AFJROTC cadets must be enrolled voluntarily and membership in the cadet corps must be limited to those cadets who meet and maintain all program requirements. Program requirements include taking AFJROTC academic courses, participation in the cadet corps activities, properly wearing the prescribed uniform each required uniform day, meeting and maintaining Air Force grooming standards, and maintaining acceptable disciplinary standards. Cadets who are consistently deficient in one or more of the areas or demonstrate a negative pattern of behavior are disruptive to the overall corps operations and must be disenrolled.

As the Air Force’s on-site representative, the SASI is personally charged with managing a fully compliant AFJROTC program and must be allowed to initiate or approve all enrollment and disenrollment actions.

Incoming freshmen cadets will likely have to be screened the first day of school to determine their desire to continue in AFJROTC. However, all other new cadets, transfer cadets, or any returning cadet must have SASI approval before they are added to the AFJROTC class roster.

The SASI must be allowed to disenroll an AFJROTC cadet at any time during the academic year with proper cause. Disenrollment is a last resort and must be preceded by documentation and corrective counseling. However, it is necessary in some cases, to maintain the morale and discipline of the unit. Instructors must work together with the cadets, their parents, unit cadet leaders, school counselors and administrators to resolve these issues. However, when these efforts are unsuccessful, the SASI must be allowed to remove the cadet from the AFJROTC program. A maximum of three weeks is sufficient to complete this entire administrative process. The cadet either chooses to comply as required or is removed from AFJROTC. These students can be placed wherever the school administration sees fit, but it is the Headquarters AFJROTC position that these students must be removed from the AFJROTC class and disenrolled.

Cadets may be disenrolled from AFJROTC based on any other conduct related reason deemed appropriate by the AFJROTC SASI or the principal.

The SASI must develop specific written disenrollment rules and processes that are coordinated with school leadership and the counseling staff annually prior to the beginning of school. As a minimum, the process must include cadet counseling, discussion with parents/guardians, discussion with counselors/school administration and the SASIs role as the final authority disenrollment procedures and cadet removal.

Disenrollment rules and process must be published in each unit’s Cadet Guide, syllabus, or policy letter.

All students must be enrolled in and attending a regular course of instruction at the host school, school with cross-town agreement, or be a home-schooled student attending AFJROTC classes at the host high school.

All cadets must be enrolled in the AFJROTC academic program unless designated as a Reserve Cadet. See Chapter 7 for Reserve cadet criteria.

Special needs and handicapped students may participate in AFJROTC with the concurrence of the SASI and the principal. However, AFJROTC should not have a disproportionate number of any special group of students as compared to the remainder of the student body. Special needs and handicapped students must adhere to the minimum acceptable standards of conduct and personal appearance as required by the Air Force.

Sexual Orientation. All students are eligible to participate in AFJROTC regardless of sexual orientation. AFJROTC instructors will provide an environment which ensures the privacy of a cadet’s sexual orientation is not infringed upon. All school policies as it relates to this subject must be upheld.

Pregnant Cadets. Pregnant cadets are permitted to participate in AFJROTC.

Cadets wishing to participate in any AFJROTC activity will do so at the discretion of the SASI.

Only students currently enrolled in the full AFJROTC program, or in Reserve status, may be issued uniforms.

6. ENROLLMENT

THERE IS NO MILITARY OBLIGATION TO ENROLL IN AFJROTC. Cadets must be full-time students in good standing at Mundy’s Mills High School (9th-12th). Cadets should also be of good moral character and able to participate in AFJROTC training.

Reserve Cadet: A cadet who (1) completed the entire AFJROTC Academic Program (2) will complete an AFJROTC course during one semester but is not participating in an AFJROTC course during the current semester of the school year, or (3) is not currently enrolled in an AFJROTC course, but is currently participating in AFJROTC activities, may be designated, with AFJROTC instructor concurrence, a reserve cadet. Reserve Cadets may participate in all AFJROTC activities (drill team, academic, marksmanship, orienteering, etc.). Note: Time in reserve status does not count towards the Certificate of Completion.

7. DISENROLLMENT CRITERIA

Disenrollment from AFJROTC is recommended by the Aerospace Science Instructors (ASI) and approved by the Senior Aerospace Science Instructor (SASI). A cadet may be disenrolled for:

- Failure to meet academic, conduct, or uniform standards (including uniform wear and grooming).

- Inaptitude or indifference to training.

- Persistent indifference to training or repeated classroom disruptions.

- Violations, including bullying, hazing, cheating, or substance abuse.

- Engaging in physical altercations/fighting while in uniform, will result in immediate disenrollment.

- Disciplinary reasons.

- Failing the Aerospace Science or Leadership course. Continued enrollment will be on a space available basis when approved by the SASI, with no Certificate of Completion credit for the failed course.

- Failure to meet Mundy’s Mills High School’s student responsibilities as outlined in the Clayton County and Mundy’s Mills High School student handbook. A history of suspensions and expulsions are reasons for dismissal from the corps.

 - Not following classroom rules and not maintaining a positive attitude toward the AFJROTC program.

- Not abiding by the Air Force Core Values, AFJROTC CADET Creed, Honor Code, AFJROTC Cadet Contract Oath of Leadership and Office Statement of Understanding, Code of Conduct, or the Cadet Code of Ethics.

 - Parental request for removal following a parent-teacher conference.

 8. DISENROLLMENT PROCESS

Immediate Disenrollment:

1. Not meeting grooming standards in accordance with DAFI 36-2903 Dress and Appearance Standards and AFJROTCI Chapter 7 Uniform and Awards Operational Supplement within first 10 days of entering AFJROTC program.

2. Failing to maintain grooming standards in accordance with DAFI 36-2903 Dress and Appearance Standards and AFJROTCI Chapter 7 Uniform and Awards Operational Supplement after one notification to Cadet and parent.

3. Not submitting all required legal paperwork to participate in AFJROTC within the first 10 days of entering AFJROTC program.

4. Disrespect and threating actions towards SASI, ASI, Cadets, Cadet Leaders, Teachers, School Personal, or Administrator.

Corrective Actions for Other Violations before Disenrollment (List not all inclusive):

 1st Offense: The cadet will receive verbal counseling as the initial corrective action along with 341 Form or Failure to Do Form to correct behavior.

2nd Offense: 341 Form or Failure to Do Form and email/phone call will be made to the cadet's parents/guardian to correct behavior and issue consequences. Document in IC.

3rd Offense: Letter of Counseling or Letter of Reprimand or Cadet Review Board to correct behavior and issue consequences.  Email/phone call will be made to the cadet's parents/guardian.

4th Offense: SASI will email cadet's guidance counselor requesting disenrollment.

Examples:

Cadets may be removed from program or leadership positions or rank, for cause," which includes, but is not limited to:

*Failure to perform duty satisfactorily *Failure to show and/or failure to complete assigned duty more than once

*Failure to maintain passing AFJROTC grades   

*Failure to present the SASI a copy of each progress/report card.

*Portraying conduct that is unbecoming a cadet or leader             

*Displaying an unacceptable attitude

*Failing to attend more than two scheduled staff meetings             

*Failure to maintain passing grades in at least four subjects

*Failing to wear the AFJROTC uniform more than twice during the semester.

*Failing to participate in key corps activities like military ball, parades, and Color Guard performances.

*Other issues as deemed appropriate by the instructor staff and/or as recommended by the cadet corps group commander.

*Receiving an OSS or expulsion from school. (Those receiving ISS suspensions must meet a cadet evaluation review board for determination.)

*Insubordination to cadet leaders (particularly to an AFJROTC instructor, faculty member, or administrator)

*Becoming a disciplinary problem in AFJROTC class/activities or any school class/activity.

c. Some offenses will not be appropriate for the board to consider. The SASI and ASI will immediately handle serious offenses

                                           EXPECTATIONS FOR CADETS

1. Follow the chain of command (i.e. cadet-element leader – Flt Sgt – Flt/CC – Ops/CC – Sqd/CC – MSG/CC – ASIs – SASI). DO NOT GO DIRECTLY TO THE CADET MSG/CC, SASI, ASI WITHOUT YOUR FLT/CC WITH YOU unless it is an emergency.

2. Always use the titles Sir/Ma’am when addressing AFJROTC staff and senior ranking cadets.

3. All Cadets will address other Cadets as Cadet with respective last name. IE Cadet Smith.

4. Be on time to class (In person or Remote). Don’t be late to class, scheduled events, practices, etc.

5. Always bring your required items to class (notebook, pen/pencil, textbooks, etc).

6. Wear the correct uniform on the appropriate day. Earrings are prohibited for males in uniform or in the AFJROTC area when out of uniform.

7. Place personal belongings on the right side or under your desk.

8. Raise your right hand, fist balled and wait to be acknowledged; do not talk without permission.

9. Listen respectfully and attentively to the speaker/presenter or fellow cadets when they are speaking.

10. Treat others with mutual respect. Profanity, vulgar language, racial or ethnic slurs, derogatory comments, sexual harassment, or harassment of any fellow cadet or student will not be tolerated.

11. Remain in your seat unless given permission to move about the room

12. Remain professional; do not sit on desks, tables, trash cans, etc.

13. Unauthorized personnel are not allowed in the staff offices.

14. Always use the trash can to dispose of trash. If you see trash on the floor, clean/pick it up.

15. No eating, drinking and ABSOLUTELY no CHEWING GUM in the classrooms.

16. Wearing hats or sunglasses indoors is prohibited.

17. Maintain loyalty to the Honor Code, Air Force Core Values, AFJROTC Corps, and AFJROTC Cadet Creed.

18. No horseplay in the AFJROTC areas.

19. Maintain self-control and your self-respect at all times.

20. Respect teachers, instructors, or higher-ranking cadet officers, NCOs, and airmen.

21. Study and know your GA-20052 Cadet Guide.

22. Study and know the GA-20052 Enlisted and Officer Promotion process.

23. The Mundy’s Mills Court Yard is designated as an AFJROTC “No Hat Area” ONLY during lunch. Flight Caps MUST be worn at all times when outside any other time.

24. Follow rules the first time they are given.

25. Follow expectations of students outlined in Clayton County Public Schools and Mundy’s Mills High School Handbooks.

26. No cursing or profanity.

27. Do not touch anyone else with your hands, your feet, or any object.

28. Ensure first and last name, flight, date, and course title, are on all assignments turned-in to instructors.

29. Follow all expectations of Cadets outlined in guides, handbooks, regulations, and follow all customs & courtesies.

30. Cadets will render the proper Salute to Officers, ASIs, and Cadet Officers when outdoors, and reporting indoors.

31. Cadets should check the AFJROTC website regularly for activities and events at https://311.clayton.k12.ga.us/departments/jrotc .

32. Wear AFJROTC uniforms with pride and in standards.

33. Meet Dress For Success Standards.

34. Meet ALL Grooming Standards.

35. Comply with MMHS and CCPS Dress Code. See chart below.

 

Statement of Understanding

Cadet Officers, Cadet NCOs, and Cadet Airmen

 As a cadet in the Air Force JROTC program at Mundy's Mills High School, your acceptance as a member of program, promotions and/or leadership positions signifies your commitment to the following Statement of Understanding:

As a cadet in the Air Force JROTC program at Mundy's Mills High School, I understand that my selection as a Cadet or for a position of responsibility is a commitment to uphold the values of integrity, service, and excellence.  I pledge to support and execute the policies, procedures, and directives of Headquarters Air Force JROTC, Mundy’s Mills High School, and the AFJROTC GA-20052 unit.  I will always strive to set the best example possible in all endeavors, and I will promote service to school, community, and country.  I will respect those in leadership as well as my peers, and I take this obligation freely, without any mental reservations or purpose of evasion.  And, I promise that I will well and faithfully discharge the duties of the office, position, and/or rank upon which I am about to enter.

As a cadet in the Air Force JROTC program at Mundy's Mills High School, it's essential to understand that the best-qualified cadets will be selected for promotions.  The criteria for selection are based on [specific criteria], which include:

Attitude  - Citizenship traits (integrity, service, effort) - Compliance with appearance and behavior standards - Dependability  - Experience - Grades (AFJROTC and overall, and classes passed) - Initiative - Loyalty - Involvement in AFJROTC activities - Maturity -         Demerits - Proven leadership abilities and potential for leadership growth - Promotion board interview - Feedback from teachers, counselors, and/or assistant principals - Cadets must also be available to participate and perform and sincerely want the position or rank and the responsibility it entails.

 DEMOTIONS:

a. The SASI and ASI will make all cadet officer demotions.

b. All other cadets recommended for demotion will appear before a cadet evaluation review board. Cadets failing to appear before the Cadet review board will be considered guilty of the charged offense and automatically be reduced in grade and/or removed from position or rank. 

c. Some offenses will not be appropriate for the board to consider. The SASI and ASI will immediately handle serious offenses.
